Solar eclipses can only happen at New Moon because the Moon passes between the Sun and Earth during that Moon phase.
Total solar eclipses occur when the New Moon comes between the Sun and Earth and casts the darkest part of its shadow, the umbra, on Earth. A full solar eclipse, known as totality, is almost as dark as night.

Only at Full Moon
Total lunar eclipses happen only when: The Sun, Earth, and Moon are in a straight line, and there is a Full Moon.
A partial lunar eclipse happens when the Earth moves between the Sun and the Full Moon, but they are not precisely aligned. Only part of the Moon’s visible surface moves into the dark part of the Earth’s shadow.
